EAST PALO ALTO, San Mateo County — October 23, 2026. California58 Local examined a public agency’s current records for this report. Descriptions of proposals, hearing schedules, permits and projected effects are not treated as completed actions or future guarantees.
What is Measure O?
The East Palo Alto municipal election guide identifies Measure O as a Community, Water and Public Safety Infrastructure Measure. A City Council announcement in July described the measure as a general obligation bond proposal for the November 3, 2026 ballot. The city says the proposed funding could address deteriorating drinking-water pipes, local water storage, storm drains, emergency facilities and spaces for young people.
Why does the city mention a library?
The municipality describes its library as more than 40 years old, with aging building systems, crowding and demand for literacy and children’s programs. City materials discuss a modern library with technology and dedicated areas for youth as a possible outcome. A ballot proposal is not a construction contract or an assurance the exact proposed facility will be built.
What would voters be authorizing?
A general obligation bond authorizes borrowing subject to the measure’s legal terms; it is not a simple one-time state grant. The bond repayment mechanism, tax impact, borrowing limits and oversight terms must be checked against the full ballot text and impartial analysis. California58 will not invent an annual household cost not supported by the official rate disclosure.
How to decide using primary records
Read the final measure text, the city attorney’s impartial analysis and the arguments for and against the proposal through the election office. Statements by the city about potential benefits and statements by campaigns should be distinguished from independently confirmed outcomes. This report makes no recommendation on how to vote.
